Context-based metric

Context-based metric takes stakeholders, resources the business rely on and the needed resources to keep stakeholders well-being into consideration. The primary difference of it from science-based metric is that context-based metric allows more realistic and flexible standards according to specific situation of business.
In my understanding, it means the sustainable business standard in poor condition area should be different from that in good condition area. Such conditions include resources, human capital, pollution stage and so on.
If I got the idea of context-based right, it probably would lead to a phenomenon that companies crowd into loosen standard areas to earn advantage in sustainability management.
